We test with a known-good adapter at the correct wattage. If the laptop still shows no charge or intermittent charge, the jack is suspect. We can also measure resistance at the jack's solder pads directly.
In most cases, yes. The jack is a through-hole or surface-mount component. We desolder the faulty jack and fit a new one. The repair is faster and far less expensive than a board swap.
